Until recently, in Virginia we've had to either "not carry" or "open carry" in restaurants that serve alcohol. But I still see people open carrying all around the state even in restaurants. What's up with that?

To me OPEN CARRY means:
"Need a gun? Take mine!"

I don't think it's quite that easy to disarm someone who is open carry mode, is it?

In an engagement between two people that have just come across each other? Probably not.
Open carry however means that you've marked yourself as a target that the BG has time to follow, watch your movements, wait till you're not paying close attention and pick the time and place of engagement and otherwise give himself all the advantages while negating any tactical advantage you might have.
If you keep your firearm properly concealed you retain tactical equality.
